Indiana House Enrolled Act 1254 was signed on 3 March 2026 and took effect on 1 July 2026. It amends the state code so that a graduate of a dental school outside the United States, holding a degree at least equal to an Indiana DDS or DMD, can qualify for an Indiana dental hygienist licence without completing a US hygiene program.
Applicants must submit academic transcripts with English translation where needed, plus a satisfactory credential verification from the board, a NACES-member organisation, or another approved body, and must pass a board-approved examination that may not be attempted more than three times. Separately, for full dentist licensure the act replaces the flat three-attempt ceiling with a rule allowing the board to set additional requirements for anyone who has failed the licensure examination three or more times.
